PostGreSQL an industrial strength, free, database.
MS SQL Server, Microsoft's industrial strength database
Zope a free application server for developing web based applications.

Desktop applications are also sometimes used, including:

Staroffice and Starbasic, freely available for most platforms.
Microsoft Office and Visual Basic for applications, use the tools you already own
Web browsers using HTML, Java and Javascript mean any internet capable computer can access your application.
